SPC Free Zone — Sharjah Publishing City — is the lowest-priced credible Free Zone route into the UAE in 2026. A licence starts at 5,000 AED, and unlike most budget zones, SPC publishes complete Company + Visa packages: the licence, the investor visa, the Emirates ID, the medical and the change of status bundled into a single all-in figure starting from 25,000 AED.
This guide covers everything you need to set up an SPC company in 2026: the three licence types and what each one costs, the visa packages line by line, what is actually included in the price, the step-by-step process, banking access, and the mistakes that cost founders money. Written by the team at 3S Dubai based on 12+ years of UAE Free Zone setups since 2013.
What Is SPC Free Zone?
SPC Free Zone (Sharjah Publishing City Free Zone) is a Sharjah government Free Zone authority launched in 2017 as the world’s first Free Zone dedicated to publishing, printing and media. It has since broadened well beyond that founding niche: today SPC issues commercial, professional, service, e-commerce and holding licences across more than 1,500 approved activities, while keeping the publishing and e-publishing licences that gave it its name.
The pitch is straightforward: 100% foreign ownership, no paid-up share capital requirement, no physical office needed for standard packages, licence issuance in a few working days, and pricing that sits below every Dubai Free Zone. SPC is located in Sharjah — roughly 25 to 40 minutes from Dubai International Airport — which is exactly where the saving comes from. You trade a Dubai address for a materially lower cost base.
For founders whose clients are outside the UAE, or who invoice remotely and never need a client to walk into an office, that trade-off is usually the right one. For founders selling to Dubai corporates who will read the address on the invoice, it usually is not — and we say so on the discovery call.
For the official Free Zone profile and the full package inclusions, see our SPC setup packages and prices.
Why Founders Pick SPC in 2026
Six reasons SPC is the recommendation we give to cost-sensitive founders, freelancers, e-commerce operators and content businesses:
- The lowest entry price in the UAE. An e-publishing licence starts at 5,000 AED — roughly a third of what the same zero-visa licence costs in Dubai’s entry-level Free Zones.
- Genuinely all-in visa packages. The SPC Company + Visa packages include the investor visa fees, Emirates ID, medical and change of status. Most zones quote the licence and leave the visa as a surprise line item 4,500 to 7,000 AED later.
- 100% foreign ownership. No UAE national sponsor, no nominee, no local partner. You own the company outright from day one.
- No office required. Standard packages include a Free Zone address, so you do not need an Ejari lease to get the licence issued.
- Corporate tax registration and bank account support included. Both are bundled into the Standard licence packages rather than sold as add-ons — including personal bank account opening, which almost no zone includes.
- Fast, largely remote incorporation. Licence issuance typically runs 3 to 7 working days, and the company can be formed before you ever land in the UAE.
SPC Licence Costs in 2026
SPC offers three licence tiers. The two publishing licences are activity-restricted and cheaper; the Standard licence is the general-purpose one that covers trading, consulting, services and e-commerce. Below are the 2026 zero-visa prices — licence plus Free Zone address, all-in for year one.
| Licence type | Visa quota | All-in cost (year 1) | Best for |
|---|---|---|---|
| E-Publishing Licence | 0 visa | Starting from 5,000 AED | Digital publishers, online content, newsletters, e-books, digital media |
| Publishing Licence | 0 visa | Starting from 5,800 AED | Publishing and printing houses, print media, distribution of publications |
| Standard Licence | 0 visa | Starting from 6,900 AED | Trading, consulting, services, e-commerce, holding structures |
The zero-visa licences suit two profiles: founders who already hold a UAE residence visa through another company, and founders who want a clean holding or invoicing entity with no residency attached. If you need residency, go straight to the Company + Visa packages below. Compare SPC against the other zones we cover on our full pricing page.
SPC Company + Visa Packages in 2026
These are the Standard licence packages with residency attached. The headline number is the complete year-one cost: company formation plus the visas, with the investor visa fees already inside the price — not quoted separately afterwards.
| Package | Visas | All-in cost (year 1) | Best for |
|---|---|---|---|
| Standard — licence only | 0 visa | Starting from 6,900 AED | Holding structures, founders already resident via another company |
| Standard — 1 visa | 1 visa (investor visa fees included) | Starting from 25,000 AED | Solo founders, freelancers and consultants relocating to the UAE |
| Standard — 2 visas | 2 visas (1 investor visa, fees included) | Starting from 30,200 AED | Founder plus spouse, or two co-founders |
| Standard — 3 visas | 3 visas (1 investor visa, fees included) | Starting from 35,400 AED | Small teams hiring their first employees |
What the visa fees cover: residence visa, Emirates ID, medical fitness test and change of status. In the 2-visa and 3-visa packages, the first visa is the investor (partner) visa with its fees included; the additional visas are employment visas issued under the same establishment card.
What is not included: visas beyond the package quota, dependant sponsorship (spouse, children, parents), VAT registration, trademark registration, audit, external regulator approvals for restricted activities, and courier or attestation costs. Packages above 3 visas are quoted case by case.
What’s Included in the Standard Licence Packages
Four things are bundled into the SPC Standard licence packages that most Free Zones charge for separately. Together they are worth several thousand dirhams, and they are the reason SPC’s all-in number holds up better than a headline-price comparison suggests:
- Corporate tax registration. Registration with the Federal Tax Authority is mandatory for every UAE company, and late registration triggers an automatic 10,000 AED penalty. It is handled inside the package.
- Corporate bank account opening. Full file preparation, bank selection and submission — not just an introduction email. See our Corporate Bank Account service for what that process involves.
- Personal bank account opening. Rarely included anywhere. Once your Emirates ID is issued, you get a personal UAE account alongside the company account — which matters for rent, utilities and day-to-day life.
- Assistance for the medical and biometrics. Appointment booking and accompaniment for the medical fitness test and the Emirates ID biometric capture, so a single short trip to the UAE covers everything.
Activities You Can Run Under an SPC Licence
Despite the name, SPC is not restricted to publishers. The Standard licence covers the same broad activity families you would find in a Dubai Free Zone, and you can combine multiple activities under one licence.
- E-Publishing licence. Digital content production, online publishing, e-books, digital magazines and newsletters, web content, digital media distribution.
- Publishing licence. Book and periodical publishing, printing, graphic design and pre-press, distribution of printed publications.
- Standard — commercial. General and specialised trading, import and export, e-commerce, distribution and retail.
- Standard — professional and services. Management consultancy, marketing and advertising services, IT and software services, design, training, media production, business support and recruitment.
- Holding. A pure holding vehicle for shares, intellectual property or other assets.
Some activities require a no-objection certificate from an external regulator — media production, education, healthcare and financial activities are the usual cases. We screen for that before you pay anything, because discovering it afterwards means a licence amendment fee and a delay.
Step-by-Step SPC Setup Process
From first email to an active bank account, most SPC setups complete in 20 to 30 working days. Here is the standard sequence we run with 3S Dubai clients.
- Discovery call (day 0). 30 minutes. We confirm your activity, visa needs and whether SPC is genuinely the right zone for your client base. Free, no obligation.
- Package and quote (day 1). Written quote with government fees, service fee and add-ons line by line. You pick the licence type and visa count.
- KYC and payment (day 2 to 3). Passport copy, photo, signature sample and source-of-funds statement. 50% deposit to start.
- Name reservation and licence issuance (day 3 to 8). We file your trade name and activity with SPC. Licence typically issued within 3 to 7 working days.
- Establishment card and immigration file (day 8 to 12). Required before any visa can be applied for. Filed with the General Directorate of Residency.
- Entry permit and change of status (day 12 to 18). Entry permit issued. If you are already in the UAE on a visit visa, we run the change of status instead of an exit and re-entry.
- Medical, Emirates ID and visa stamping (day 15 to 24). We book and accompany you for the medical fitness test and biometric capture. Visa stamped 2 to 4 days after biometrics.
- Corporate and personal bank accounts (day 18 to 30). We prepare the KYC file, brief you on the compliance questions and attend the bank meeting. Personal account follows the Emirates ID.
- Handover (day 30). Trade licence, MoA, share certificate, establishment card, Emirates ID, residence visa, corporate tax registration and active bank accounts — delivered as one clean pack.
SPC vs Other UAE Free Zones
SPC sits at the bottom of the UAE cost curve. The honest comparison is not “SPC is cheaper” — it is “SPC is cheaper, and here is what you give up”.
| Dimension | SPC | RAKEZ | Meydan | IFZA |
|---|---|---|---|---|
| Starting cost (year 1, licence only) | 5,000 AED | 6,000 AED | 12,500 AED | 14,900 AED |
| Emirate | Sharjah | Ras Al Khaimah | Dubai | Dubai |
| Address prestige | Lower (Sharjah) | Lower (RAK) | High (Nad Al Sheba) | Mid (Silicon Oasis) |
| Visa fees inside the package | Yes | No | No | No |
| Banking access | Acceptable | Acceptable | Excellent | Good |
| Licence issuance speed | 3 to 7 days | 4 to 7 days | 5 to 7 days | 2 to 3 days |
| Best for | Lowest all-in cost, publishing, remote founders | Manufacturing, warehousing | Consultants, advisory, growing teams | Solo founders, e-commerce |

Banking Access for SPC Companies
This is where SPC demands honesty. UAE banks tier Free Zones, and Sharjah zones sit below Dubai zones such as DMCC, Meydan and DIFC in that ranking. An SPC company is bankable — we open accounts for SPC clients routinely — but the file has to be stronger, the source-of-funds narrative tighter, and the timeline is usually a few days longer than the same file from a Dubai zone.
- Mashreq Bank — SME-friendly, reasonable minimum balance, the most consistent option for SPC companies.
- RAKBank — flexible on activity types, comfortable with Northern Emirates and Sharjah zones.
- Wio Bank — fully digital, fastest onboarding for solo founders with clean profiles.
- Emirates NBD — accepts SPC companies, but expects thorough source-of-funds documentation and a real business narrative.
- ADCB — workable for trading and import/export files with visible trade flow.
Bank account opening is included in the SPC Standard packages, and our Corporate Bank Account service covers the full KYC file, the source-of-funds narrative and the bank meeting. For the wider picture on what UAE banks assess in 2026, see our UAE corporate banking guide. Without that preparation, budget-zone applications are routinely rejected on the first round.
Visa & Residency with an SPC Company
An SPC company gives you a renewable UAE residence visa. Once stamped, you can become a UAE tax resident, sponsor your spouse, children and parents, open personal bank accounts, and rent or buy property in your own name. Because the SPC packages bundle the visa fees, the residency cost is fixed at the point you sign rather than quoted later.
- Entry permit issued by GDRFA — or a change of status if you are already inside the UAE on a visit or tourist visa, which avoids an exit and re-entry.
- Medical fitness test — blood test and chest X-ray at a government medical centre, results in 24 to 48 hours. Appointment booking and accompaniment are included.
- Emirates ID biometric — fingerprint and photo capture; the card is issued within 5 to 7 working days.
- Visa stamping on your passport — the final step, after which the personal bank account can be opened.
Dependant visas are applied for once your own residence visa is stamped and are quoted separately from the package. See our Visa & Residency service for the full process, and our Golden Visa guide if you may qualify for long-term residency later.
Common SPC Setup Mistakes to Avoid
Five mistakes we see repeatedly on SPC setups handled by cheaper, less experienced agents:
- Buying the publishing licence for a non-publishing business. The E-Publishing licence is the cheapest headline number on the list, which is exactly why it gets mis-sold. If your revenue comes from consulting or trading, that licence does not cover it, and the amendment costs more than the saving.
- Comparing SPC’s licence price to a Dubai package price. The zones quote different things. SPC’s 25,000 AED package includes the visa, Emirates ID, medical and change of status; a 19,500 AED Dubai package usually does not. Always compare all-in against all-in.
- Ignoring the address question until the first client meeting. A Sharjah Free Zone address is invisible if you invoice abroad and fatal if you are pitching Dubai corporates who check. Decide this before you incorporate, not after.
- Underestimating bank KYC for a budget zone. SPC’s lower tier ranking means the file has to be better, not worse. Gaps in employment history, opaque shareholder structures or crypto-adjacent revenue turn into weeks of back-and-forth.
- Assuming corporate tax does not apply. It does. FTA registration is mandatory within the statutory deadline regardless of profit, and missing it triggers an automatic 10,000 AED penalty. See our QFZP guide.
Frequently Asked Questions
What does SPC Free Zone stand for?
SPC stands for Sharjah Publishing City. It is a Sharjah government Free Zone authority launched in 2017 as the world’s first Free Zone dedicated to publishing and printing. Its activity list has since expanded well beyond publishing to cover trading, consulting, services, e-commerce and holding structures under the Standard licence.
How much does an SPC company with one visa cost in 2026?
Starting from 25,000 AED all-in for year one. That figure covers the Standard trade licence, the Free Zone address, the establishment card and the investor visa including Emirates ID, medical and change of status. Two visas start from 30,200 AED and three visas from 35,400 AED. A zero-visa Standard licence starts from 6,900 AED.
What is the difference between the E-Publishing and Publishing licences?
The E-Publishing licence, starting from 5,000 AED, covers digital-only publishing: online content, e-books, digital magazines, newsletters and digital media distribution. The Publishing licence, starting from 5,800 AED, extends to physical publishing and printing — books, periodicals, pre-press and distribution of printed material. Both are zero-visa licences and both are activity-restricted, so neither one covers general trading or consultancy.
Do the SPC visa packages really include the visa fees?
Yes. The investor visa fees are inside the package price — residence visa, Emirates ID, medical fitness test and change of status. In the 2-visa and 3-visa packages the first visa is the investor visa with its fees included, and the additional visas are employment visas under the same establishment card. Dependant visas for spouse, children or parents are separate and quoted on request.
How long does it take to set up an SPC company?
The trade licence is typically issued within 3 to 7 working days of KYC clearance and the deposit. Add 5 to 10 working days for the establishment card and entry permit, and a further 7 to 12 for the medical, Emirates ID and visa stamping. End to end, including the bank account, most SPC setups complete in 20 to 30 working days.
Do I need to be in the UAE to set up an SPC company?
No. The trade licence, MoA and establishment card can be issued remotely. You will need to be in the UAE for the medical fitness test, the Emirates ID biometric and the bank meeting — typically a single trip of 3 to 5 days, which we schedule so everything fits inside your visit. If you are already in the UAE on a visit visa, the change of status is handled without you leaving.
Can an SPC company invoice clients in Dubai and the UAE Mainland?
An SPC company can invoice clients outside the UAE and clients in any UAE Free Zone without restriction. Invoicing UAE Mainland clients follows the standard Free Zone rules: B2B professional services to Mainland clients are generally workable subject to your activity, while selling physical goods to Mainland buyers normally requires a local distributor or a customs-cleared import. We confirm your exact invoicing rights during the discovery call. If UAE-wide trading is central to your model, compare with Mainland company formation.
Will my SPC company pay 9% UAE corporate tax?
UAE corporate tax at 9% applies to all UAE entities for financial years starting on or after 1 June 2023. Free Zone companies that meet the Qualifying Free Zone Person conditions — qualifying activity, adequate substance, audited accounts and transfer pricing compliance — can apply 0% to qualifying income. Whether your SPC company qualifies depends on your specific activity and structure, not on the zone alone, and we assess it before you incorporate. FTA registration is mandatory either way and is included in the Standard packages. Full detail in our QFZP guide, with filings handled by our accounting team.
Is there a minimum share capital for an SPC company?
There is no paid-up capital requirement. Share capital is declared on the MoA — typically 10,000 to 50,000 AED for banking credibility — but does not need to be deposited. A small number of regulated activities carry higher capital requirements, which we confirm for your activity before incorporation.
The Bottom Line
SPC Free Zone in 2026 is the right answer for founders optimising for total cost rather than address. Licences from 5,000 AED, a full Company + Visa package from 25,000 AED with the investor visa fees genuinely inside the price, corporate tax registration and both corporate and personal bank account opening included — that combination does not exist at this price point anywhere else in the UAE.
The trade-off is the Sharjah address and a bank file that has to work harder. If your clients are international or remote, that is a trade worth making. If you sell to Dubai corporates who will read the address, spend the extra and look at Meydan or IFZA instead. Either way, our Free Zones hub has the full side-by-side.
